ECP Airport Master Plan Study
CHA prepared a Master Plan Study and Airport Layout Plan (ALP) for the Northwest Florida Beaches International Airport (ECP). The plan provides strategic guidance to address landside and airside facility needs for the next 20 years and beyond. It is a comprehensive evaluation of all components of the airport with a focus on terminal configuration and expandability, parking and landside access, airfield considerations, financial sustainability, and instrument approach capability. Completing the Master Plan involved the following project elements:
- Producing a forecast of future aviation activity considering varying growth scenarios
- Preparing a demand-capacity analysis based on FAA-approved activity forecasts
- Developing terminal configuration concepts to meet future passenger needs, optimize airside operations, and provide flexibility for future expansion
- Evaluating the need for, and timing of, new crosswind runway and determine runway length requirements
- Improving parking facilities and landside access for increased customer convenience and maximized airport revenue
- Assessing current instrument approach capability for potential upgrade to a Category-II ILS
- Evaluating on- and off-airport land-use for compatibility and revenue generating opportunities
- Preparing a detailed financial analysis and phased implementation plan for operational sustainability and improvement-project feasibility
- Generating an updated ALP consistent with the FAA’s ongoing eALP initiative
