DCAMM Accelerated Energy Program
The primary objective of this program is to reduce costs and improve the maintenance and operation of the Commonwealth’s publicly owned buildings. Under this contract, CHA has conducted energy audits, retrocommissioning studies, toward zero net energy studies (TZNE), developed basis of design documents and provided commissioning services for state government building upgrade projects.
Franklin County Sheriff & House of Corrections – Commissioning Oversight: CHA supported the Division of Capital Asset Management and Maintenance (DCAMM) with construction administration and commissioning oversight on the Franklin County Sherriff’s Department Chapter 25A Energy Design-Build (DB) project. As part of this effort, CHA reviewed the design documents, and provided comments regarding compliance with the Owner’s Project Requirements (OPR). This included a review of the energy savings estimates prepared by the selected contractor for each ECM, and conducting a parallel review of the engineering design drawings. CHA provided technical input to the team and questioned assumptions that may impact an ECM’s best design, cost and energy savings based upon prior experience conducting the Level 2 Audit Report. We identified any discrepancies and documented the design documents’ compliance with the OPR and BOD. During construction, CHA attended monthly construction meetings to ensure that the project was meeting the OPR and to assess the energy savings impact of any proposed modifications to the scope of the project.
Berkshire Jail and House of Corrections – Ongoing Performance Verification and Retro-Commissioning: CHA was contracted by the Division of Capital Asset Management and Maintenance (DCAMM) to provide Ongoing Performance Verification (OPV) services for the Berkshire County Jail (BCJ) & House of Correction (HOC) energy efficiency improvement project, which was completed in 2016. The objective of the OPV was to verify the building systems commissioned during the energy project implementation phase are performing at the level expected and documented during the design and construction phase of the project. As part of this effort, CHA reviewed the initial energy studies that were completed in April 2012, and compared actual weather normalized energy usage to quantitatively determine if savings have been obtained and maintained.
Facility Audit/Retro-Commissioning - Boston Pre-Release Center: Energy engineering services for an ASHRAE Level II energy audit of the Department of Corrections, Boston Pre Release Center located in Roslindale, MA. DCAMM is interested in evaluating potential energy conservation measures (ECMs) and cost reduction opportunities, CHA will identify and assess implementing low-cost/no-cost energy retrofits and Retro-Commissioning (RCx) activities at the site.
