CTDOT Consultant Liaison Engineer

CHA serves as a Consultant Liaison Engineer (CLE), acting as an extension of Connecticut DOT staff, to assist in the delivery of bridge programs, on State routes and Town roads throughout Connecticut. Our team has served in this role since 2011 and has overseen approximately 80 bridge improvement projects, totaling nearly $500 million in combined construction value. While providing overall management for each assignment, services have included concept planning, preliminary engineering and project development, designer oversight, and support through construction.

We have brought new methods and technologies to the bridge program to minimize project impacts to the public, extend bridge service life and minimize project costs. Through the CLE Program, we have introduced the use of GRS-IBS as an economic and durable solution for building bridge substructures. We have also recommended the use of Ultra-High-Performance Concrete (UHPC) for beam end repairs. In addition to new construction techniques, we developed a standardized decision matrix for assessing the feasibility of using Accelerated Bridge Construction (ABC) for projects. As an example, our CLE team recommended and successfully-guided the design and implementation of CTDOT’s first Lateral Slide bridge superstructure, an ABC technique that has gained attention for its notable success nationwide in recent years.
