HPN Deicing System and Terminal Apron Improvements

Westchester County Airport, one of New York State’s busiest airports, confronted environmental concerns stemming from the potential discharge of stormwater and spent aircraft deicing fluid (SADF) discharge into Rye Lake and the Kensico Reservoir. To address these issues, CHA provided design, bidding, and construction support services for an innovative deicing fluid collection system. The project also reconstructed the terminal ramp and taxiway and added passenger boarding bridges, enclosed passenger walkways, electrical and communication upgrades, two underground storage tanks, and a truck upload station.

The new treatment and collection system handles the first flush of a ¼-inch of rain across 10 acres during each storm event. The system separates stormwater from deicing fluid before further separating the fluid into concentrations throughout the system, with a storage capacity exceeding 300,000 gallons. Depending on concentration levels, collected stormwater runoff goes to two 40,000-gallon underground storage tanks or the stormwater outfall. This project highlights the airport’s commitment to environmental stewardship and responsible infrastructure development. Westchester County Airport’s proactive approach safeguards a vital tap water source, helping provide clean water for millions while minimizing pollution risks.
