CHA Receives the 2016 ENR Regional Best Project Award and the Indy Chamber Monumental Award for Engineering

CHA Consulting, Inc. (CHA) was awarded the 2016 ENR Regional Best Highway/Bridge Project in the Midwest and the Indy Chamber Monumental Award for Engineering for the US 31 Hamilton County Reconstruction Project. For this project, Indiana Department of Transportation (INDOT) partnered with CHA to transform and upgrade 13 miles of signalized arterial to a full freeway facility which has improved transportation on US 31 between I-465 and SR 38 in Hamilton County, Indiana. 

“The need in the community was to have a safer, more efficient access to and from Indianapolis, and the US 31 project through Westfield resolved this need,” said Phil Sundling, City Engineer, the City of Westfield. “The US 31 project has moved an entire city 15-20 minutes closer to Indianapolis which opens us up to new residential market and new possibilities for economic growth.”

The sustainable innovative design included 46 bridges, 21 roundabouts (some of the first-ever built by INDOT) and 11 interchanges. In efforts to reduce the cities of Carmel’s and Westfield’s carbon footprint and enhance the quality of life, US 31 incorporated connectivity allowing pedestrian access at all over/underpasses and interchanges. Bicycle access was coordinated with respective local plans, and sidewalks and shared use paths were developed in consultation with the subcommittees, which consisted of designers and planners from the cities of Carmel and Westfield, Hamilton County Highway Department, local neighborhood associations, businesses, INDOT and the US 31 design team. The US 31 Hamilton Reconstruction project was completed two years ahead of schedule and over $100 million under budget.

The Indy Chamber Monumental Award was announced at a dinner that was held on October 20th in Indianapolis, Indiana. The ENR Midwest Best Projects event takes place on November 30th in Chicago, Illinois.
